Martin OM kit truss rod

I'm not sure I fully understand how my truss rod works. Aside from that, it is wrapped in tight blue plastic. Does it get put in the neck with this plastic on or off?

The shrink tube (plastic) is part of the assembly -- prevents ratttles -- do not remove.

Martin puts them in the slot at time of gluing on the fretboard. Lay a bead of tite bond into the slot and set the TR into this. Then apply glue and clamp. The glue doesn't hold the truss rod , it becomes a filler to fill any voiding so the rod works more efficiently
