OK, I did get the HF dowel tool, and so far have not been able to figure out how to adjust it to make it center on my peg head.
Is anyone willing to try to instruct me on this one?

What issues do you have? Harbor freight tools often have a lot of slop, The HF dowel tool looks like a tool that should self center but... HF tools often look the part more than they perform.

it should self-center as you tighten it down. practice on some 1/2-1" plywood or scrap to get the hang of how to align the holes to your markings and drill to a desired depth. This will also let you know if there is some slop in the jig or if it truly is 'centering' on your material.

DO NOT learn how to use this jig on your headstock.
