Back when I had the SM buffer, I used a 1/2 hp motor with the belt slack and had no problems at all. That was with 4 14" wheels. I don't understand why you your 1/3 hp didn't work with 12" wheels. Maybe the motor was bad in some way?

I have used my setup described previously in this thread, and mechanically it seems fine. The base is very stable, the motor does kick a little on startup but runs the 12" wheels fine. It's possible to slow it down but it feels like that's too much pressure anyway. I do find that it's a little crowded for manoeuvring a guitar and I may modify it to cantilever the arbour further forward, and maybe move the motor lower and back with a longer belt.I have it set for the slowest speed but may switch pulleys to slow it down more. The on/off switch is not in a good spot either - I wanted it handy for quick shutoff but will try to figure something else out. Bruce W.
