I cleaned up some runs on the binding, sanded with 800, but still there is some residue. This only appeared after sanding so I'm assuming the polish sanding dust filled some minute scratches in the binding. I'm not sure what to do other than completely sand the binding below the discoloration and refinish.
Any tips would be appreciated.

you can try scraping that area and repolish.

Yep, scraped with a razor blade, rubbed with a muneca with a bit of alcohol, repolished. The discoloration was actually scratches in the underlying layers of shellac not in the plastic binding. Mr. Hall, sir, your help is appreciated as always.!
