I sanded the body (African Mahogany) to 220 and I noticed some of the bands in the wood are fuzzy. Should I sand to a finer grit? Should I use a cabinet scraper? Is this a particular aspect of this wood?

no , lightly damp it and sand off , you are then ready for finish prep. Do not over sand the wood as too fine will burnish the wood and that can lead to adhesion problems

What do yo think of using sanding sealer on this? Might make the fuzz a little more brittle and sand off easier?

The real concern in my view, when you get a piece of stock like this is that it tend to absorb the chemicals faster and "deeper" then the surrounding grain patterns --- so this is where I definitely would use a clear pore filler. If a tinted pore filler (Pore O Pac as an example) that fuzzy grain is going to suck up the color very, very quickly, and become muddy, blotchy and unnaturally dark. So I agree with the sealer followed by the clear pore filler. Applying stain of course will also darken the fuzzy area too quickly.

I dampened/sanded lightly about three times and Fuzz B Gone! I wanted to make sure that I didn't dirty up the body from handling during next steps so I did a spit coat of shellac. I noticed a few spots that were not as smooth as the rest and the shellac seemed to harden the fibers enough that they sanded nice and smooth with no change to the color of the wood.
