Martin Kit Truss Rod

My truss rod is in a blue plastic form fitting wrap. Do I remove this wrap?

NO!
you only use glue as a filler. A little on the bottom some on the top.

So, How much glue and where do I put it? Maybe an inch long in the neck under and at the adjusting nut and then another inch bead at the headstock end? And is super glue OK?

just lay a bead of glue in the slot and on top, The glue is only a filler as the tuss rod is a flex rod not compression . The glue keeps it from moving and causing buzzes and rattles.
