Chasing the neck angle on an MT joint plus some issues?

Yeah, it does looks good but I hate to say it but even when the bolts are tightened the neck will shift slightly. That has me concerned. I'm not quite sure why it's doing that but I know what I have to do: use chalk to check and see if I have a truly tight joint.
