Cellulose Binding Finish Prep

Now the bindings are done and the glue scraped off. The tortoise cellulose bindings are no longer smooth and shiny. Do you just sand them along with the wood during prep (180 and 220 grits)? Will the solvent in the nitro finish act to polish them? Not sure how to proceed as the sides are needing a long session with sandpaper.
