I have a really nice amber shellac that I mixed up and it looks fantastic on mahogany. However, I am having issues with the binding looking fantastic. I have white plastic binding and the shellac makes a nice yellowish brown shade that is pleasing to look at but the sandpaper scratches and the material of the plastic makes the shellac look like coffee spills instead of one uniform color. Will continuous sanding and reapplications of shellac eventually make the binding look better or did I make a poor choice in binding material vs. finish material?

try scraping them. Lacquer will melt into the binding plastic better than shellac. A light touch with a sharp scraper will be just fine

Saw a documentary on Gibson where they used a knife blade for scraping the binding. I have had great success holding one like I saw in the film:
