CITES experience?

I purchased a Madagascar Rosewood set from Madinter in April. It shipped on June 5 and was supposed to be delivered Friday the 9th. I get an email from Madinter this morning stating that I need to get a couple of forms sent to the customs office by tomorrow. That won't be happening. I contacted FedEx and they said they need the forms from the seller. Do I need to fill out the PPQ 621 and PPQ 585 or should Madinter do that? They filed for the CITES permit and I don't even have it. I tried contacting the USDA office about it, but getting a hold of them is like finding gold at the end of a rainbow. Any advice on what I need to do? Thank you!

Thanks John! I was able to get an answer at the USDA APHIS office and the sweetest lady helped me through getting a registration online and the forms initiated. I'm still waiting to hear back on the next steps from FedEx.
