you can let the router bit clear its own path. Set you base with the hole roughed out and let lower the router slowly through the donut.
see if that doesn't help. If you have a vice on your drill press you can pre drill the hole and set the bit into the drill press and clear it that way.

The continued saga..........
so I made one final donut, 2" outside dia., and I went and got myself a 1" spade bit and cut the inside hole, so I have about .030" clearance around the bit. It is 3/8" thick and I think it is going to work perfectly.
