Cutting the Sounhole w/hand tool

I only use power tools when absolutely necessary - I enjoy the quiet of using hand tools. So, in planning my second build I'm interested in cutting the soundhole with something other than a rotary tool or router.

On page five of the Spring 2012 Guitarmaker Magazine there is a photo in the lower right hand corner of p. 5 of what appears to be hand power hole cutter. It's not mentioned in the article. Does anyone know what that tool is?

What are my options for cutting the hole by hand?

this is a hand made cutter . I have seen these called do nothing tools grinders. There is 2 perpendicular slots and they can be set up to cut an ellipse

x-acto blade in a popsicle stick ala Cumpiano works fine. I used it once and would again.
