I've converted my old and not-so-good 9" table saw to a very useful disk sander, but it would be much more useful if I could control the speed. What would work best to accomplish that?

An adjustable pulley like those found on furnace blowers. Its likely that motor is capacitor start so the type of controllers that are used for routers will not work.

Also note that if your work piece crosses the center-line and moves on to the up side rotation of the disc -- you are in for an exciting time!

This saw was given to me a number of years ago and probably cost $100 when new. Would that be a capacitor start? (Makita)

If its loud like a router -- it may have an induction motor, plug it into a router speed contol and see what happens.
